Based on my experience the bold is at least not obviously shown to be true. Will heavy attacks and other resource producing options see more use - of course. but there is no evidence of it being necessary or even best practice (assuming live is exactly the same what we have in the first playtest patch) to toally drop single target spammables for stamina, only use heavy attack or for magica to drop light attack weaving entirely.
not doing things exactly as you do them now does not mean you have to go to the opposite extreme.
i wonder how many of the "either this extreme or all the other extreme" have played this in test?
From what i can see ZOS is setting up a spectrum of choices between "max sustain" and "maxdam" and a lot of approaches and builds and tactics filling up the spaces in that spectrum. For some, it may be as simple as using cost reducing glyphgs and a slight nudge to the rotation.
