You can bank leniency edicts, but not the grand amnesty edict. I don't see the point for this restriction as it just discourages you from doing the quest line on your alts, and you do have to go through quite a lot to get it each time to get to max rank and complete the whole quest line.
Now I don't understand why one cannot bank the runeboxes, since you can store them in your guild bank, but not your bank? Mailing them is also fine, but not banking? Seems rather odd. Now I wouldn't store them in my bank anyhow personally, but I can see why many without access to a guild bank or an army of maxed out mules would.
Honestly, just make it all bankable, there's no harm in it. Rather in not doing so you're inconveniencing players, making them frustrated with your game. These tiny things add up.
