Is Inner Light broken? (Answered)

Soo my question... Is Inner Light broken?
I ask this because today I finally morphed magelight to Inner Light so I could have the extra magicka on my Sorc. Prior to the morph I had 39,600 magicka and 5% of that should be around 2k magicka but once I morphed it to Inner light my max magicka went to 40,055.. about 500 gain to magicka and not even close to 5%. Now I was thinking that maybe Inner Light only buffs the base magicka by 5% but even if it was my base magicka my gain should have been higher than 500. I am not sure but something seems very off as the only thing that changed on my bar was morphing magelight to Inner Light!
Any help and or suggestions as to what may be wrong would be very helpful!!

✭✭✭✭Inner Light buffs magicka by 2/3/4/5% at Rank I/II/III/IV, and you're only at rank I. Sounds like you got about the correct boost.7-day PVP campaign regular 2016-2019, Flawless Conqueror. Ohh snap, I figured there might be a simple reason for this that I might have over looked and sure enough this is it. I just checked my skill and my current bonus is 2% (not 5%).

Don't forget to put 2 points into magicka controller as well, then it will be 7% in total at rank 4 (and additional 2% for any other skills like meteor or entropy etc).1 -

Yeah I have all the passives bought and I am using Shooting Star... just need to level up Inner light to rank 4 now
