Sckazy✭I would say it would all depend on your play style.
If you want the Magicka reduction and a bit of resistance go Breton
If you want the Magicka recovery and a bit of spell offensive go High Elf
Those two are probably the best for Magicka playstyle but you can get away with Dark Elf or even Imperial, in case you decide to go Stamina at some point in the future.
Personally I would recommend High Elf.☠ For the Pact ☠

GrigorijMalahevich✭✭✭✭✭High Elf for PvE is better. If your damage comes from Necropotence then even better. In BSW+Illambris Dunmer is maybe better.
