Disclaimer, so I don't get sued: I do not actually kick children or cats, nor do I condone the kicking of children or cats, unless they cannot pull their weight in dps in normal pugs.
There are a lot out there who are so insecure with their capabilities they need a full cp600 group to carry then on normal dungeons. I am sorry that happened to you. I would never ever vote to kick a lowbie on a normal dungeon, those things should be easy for cp people.

1) ZOS implemented "Vote to Kick" option to dungeon finder so if 3 player...
4) They are not doing something illegal and they don't deserve to be reported. Well, if they are cursing you via chat because you are low level, thats an another story.

You are correct that it is not "illegal" but it is still an abuse of the vote kick system (similar to killing a boss, then voting to kick before having a chance to loot it).
I would argue that I was placed with those members by the very same system so should have been given a fair opportunity to complete the dungeon and their abuse of that vote kick system negatively impacted my experience, when I can assure you, I would not have hindered their run at all, especially considering they would have had to 3 group it (which is possible given how easy norm is) or wait for another dps who might have been worse or better (who knows).
For the most part I'll give the group a try but if we wipe more than twice on the first boss I'll usually leave. There's nothing more frustrating than using the group finder to at least try and do a vet dungeon and just get queued with low levelled and inexperienced people. There needs to be some sort of filter or test that players need to complete before being able to queue in for vet dungeons, or maybe even a CP level that's mandatory before being able to use it.

I never kick anyone in normal (except for if a noob is not following simple mechanics in dlc dungeons mostly)
but I am tired of playing the game: carry the noob in vet dungeons, I am not looking for 2 hour experience in vet dungeons. So if I see that dps is below 15k from you which means you are probably using heavy attack/wrecking blow, you are getting the boot
To be successful at the stamblade you must be high lvl. No wonder you got kicked. You tried to ruin someone's fun and gameplay and got punishment for that. Enjoy!

Now, I would totally call him out by name on the forums and pretty much every social media device for being such a you-know-what, but I am guessing this is against ToS.
Anyway, I have run ICP on this particular character before, but it is also not my first toon. I am just shy of 300 CP's, and frequent ESO forums/blogs (more passively than active posting) so, while I would never consider myself to be OP, I definitely know how to play.
Here is the WORST part: I popped a paid XP scroll upon entry into the dungeon, and as dps (stamblade lol), I now must wait for the q "cooldown" and then wait another 20-30 mins for another random group. So in essence, their ignorance cost me money.
I was just curious if anyone else has encountered this? I get not wanting noobs in your group (especially if you are the one who popped the xp scroll) but this is pretty ridiculous.
Anyway, I ended up reporting them all because I actually whispered them all, explained my CP amount, that I had run this specific dungeon in this character before and that I had just popped a paid xp scroll (and, most importantly, that I would probably expedite their run) and asked for a re-invite. Nobody responded, except one responded by saying "**** you".
If it wouldn't have happened to me, I would never have believed it myself!
My point: I have played this game off and on since beta and pretty seriously for the past 6 mos. I get that every online game has d-bags....but I have never had d-bags cost me real lif $$.
Oh! One more thing....it was NORM dungeon!!! Lol!

sure its normal but if one DPS is Okay and the other one is new or low i generally dont wanna wait around .. but i do go till the first boss before i set a VOTE on them. if the vote fails i ask why. IF ITS SUPER SLOW im saying.. if failed i leave and go on another character. prob healer and get right back in to another one.

1) ZOS implemented "Vote to Kick" option to dungeon finder so if 3 player agree to kick you for some reason, they can. Beside honestly df is so broken, it should match people close to each other. No one have to boost low level player.
2) Everyones time is precious for themselfs including you. Except weekends and holidays i can barely play ESO 2 - 3 hours because i'm working. If someone will slow me down, i will kick him/her or i can leave by myself wait for 15 mins do other things and go again try my luck instead wiping or slowing with lower level player.
3) If i'm not happy with this issues, i will go grind because its so easy right now to level a char from 1 to 50 takes about 4 - 5 hours. So when i hit 50 then i will go random dungeons or pledges.
