For over a year, alchemical acceleration (potion speed) enchantments have not been taking effect. In some cases, the potion description is modified to take into account the proper and expected cooldown period. However, after consumption the actual cooldown period is unmodified - so a potion with an advertised 30 second cooldown still takes 45 seconds.
There are numerous forum threads describing this issue with no official acknowledgement of a problem:
A "General Discussion" forum thread has been locked by a moderator with the statement that "the issue appears to be resolved", while other users indicate the problem has never been addressed.
Just tested myself actually. I can confirm that the enchantment has no effect at all on potion cooldowns. Please acknowledge and fix this.
Also for clarification, the glyphs of potion speed (which reduce the cooldown of potions by 5 seconds with a legendary glyph) are what is broken. We are not talking about the glyphs of potion boost (which increase the duration of potion effects by 3.6 seconds with a legendary glyph), and I have no idea whether or not those are working properly.
Edit: The tooltip does state that there is a 30 second cooldown, but using a stop watch the actual cooldown remains 45 seconds.

Any word on this? Got another reply to my ticket saying a fix was going into an upcoming patch. I haven't seen anything about it in the PTS notes though. Please don't let this bug slip through again @ZOS_GinaBruno
It is 2022 now, it is not working. It is not working in the EU and NA server for PS console. I tried it, it doesn't work. I tried use the potion while in combat and nothing changes as well. I put on 3 glyphs on jewelries and used a potion (level 3, 10, 40, 50) and they don't work.
