The heal value will scale with both max magicka and spell damage, which is the reason Pelinal's aptitude is sometimes used on WW characters.While i cant talk about specific magicka figures, changing from ~1.5k spelldmg to ~4k the heal got significantly larger, to a point where i was able to critheal for 20k in PvP, compared to the usual 8k.
