Why does being rooted disable bar swap?

If one is truly immobilized, should they have the ability to move their hands to switch weapons?
That brings up the question of "does rooted equal fully immobilized"?
If the answer is yes, then it should be so that one cannot bar swap while being rooted and this is a feature.

Immobilized means your legs dont work, stunned means your brain took a hit and needs a second to reboot.
Exactly. I resolutely believe we should be able to bar-swap while rooted. Paralyzed is the same thing as stunned in my book.1
