I do the same, overflowing with surveys and the low level writs tend have boxes with iron and flax to compensate for items used. One great thing about the Anniversary event is that I'm running writs on all characters, even those with underleveled crafting. Those Flax and Fell Leather writs are dropping surveys that are headed straight into the inventories of my maxed crafters.
It really seems crazy to me. If anything, there should be more of these because you do split the writs. It's not really like anyone wears crafted armor anymore either. The only reason I bring it up is because even the prices for stacks of silk on Xbox are ridiculous compared to other stacks of mats.
