Question: ESO F2P week for PC/MAC users

Is ESO F2P week only available on Steam for PC/MAC users? Or is there a promo code that we can get somewhere and redeem straight from the account page?

The reason why I'm asking is that I finally convinced my sister to give ESO a try. When my PC was on repairs, I borrowed her laptop to play, so the game is already there (and we just updated it). We followed the link on the ESO official announcement page, registered her on Steam but Steam doesn't "see" that the game is already installed on her laptop and forces an full installation :(
Is there any way around this?

    I don't use Steam at all so for me all I do is run the ESO Launcher from my Desktop. Works perfectly. You can find the ESO Launcher in the Zenimax folder....and make a Shortcut to Desktop. Should work for ya.

    Does not work. We get a Login failed message.

    To clarify:
    Step 1: sister creates an account on ESO official page.
    Step 2: sister tries to log in game via game Launcher: Login failed.
    Step 3: sister goes to Steam, following link on ESO official page and registers on Steam
    Step 4: sister clicks on "play now" on the option that shows ESO already on Library: Steams wants to download the entire game (1day and a half predicted time)
    Step 5: sister clicks on "play for free" on Steam: same result.

    Is there a way to get the F2P week without going through Steam?
