For a start, get yourself a combination of Nightmother's Gaze and Hunding's Rage, coupled with a set of Agility jewelry in robust. That's a great starter combination - sets are craftable and jewelry is cheap.

I use this guide - you will find his gear suggestions quite valuable.

It obviously depends on build, but for low budget, it looks like the winning combination is Hundings + Spriggans, according to someone who ran the numbers with many different sets. Sorry, I can't remember the post off the top of my head.

Once you start farming raids/dungeons, you can upgrade various pieces to VO, etc.

Craft some Hundings and NMG -

Then start running daily pledges and work on getting your monster set pieces - Kragh's probably.

Get some robust agility jewelry

If so inclined work on farming some Spriggans. Or run Fungal for Viper.

As you level up start getting into the vet pledges for more keys-

See about getting into some trial runs of AA, Helra, and Sanctum Ophidia and look for Vicious Ophidian jewelry and weapons.
also 2-Fanged Serpent.
Poisonous Serpent is a good set for PvP as well.

At about CP 250-300 ... start working on Maelstrom Arena.
