OK.. so... found an OLD pay pal account -- not used since 2013... I was able to use that to pay the monthly... I only had checking account linked to it - no cards. copy pasted EXACT addresses / names between the 2 accounts. and it went through.. Took Screen shots of everything to send to our DEAR friends at ZOS.. in case issues arise again ...
So.. I haven't a flippin' clue as to the how or why. but my bags are once again manageable !

Tough to not have crafting bags with all those anniversary rewards. I subbed for one month because the 48 writ rewards and 20-30 other dailies were such a hassle to manage, especially in Cyrodiil with no access to banker assistant. Congrats for resolution.

So the same card that you've always used before all of a sudden won't allow you to
    1. Add it to PayPal
    2. Use it for ZOS purchases
    3. Not an issue when you called the bank (depending on what you discussed 4 times)

The issue is on your end and may also involve some changes to your accounts and/or bank account. If it were just buying crowns and a sub....maybe ZOS but when you wrote PayPal, that concludes it's not a ZOS problem.

No. I can't believe how often I'm having to repeat myself. PayPal only returns an issue when I attempt to use it to make a purchase from ZoS. It works perfectly fine with any other merchant. And, again, using multiple different payment methods in an attempt to make a purchase on my ESO account returns the same error with the same results. Whatever the issue is, it is obviously not with my payment method, it is with my ESO account, because my ESO account is the only place I am having issues, and I have been assured multiple times by the provider of the card that they can find absolutely nothing wrong with it, and have seen no attempts at payment to ZoS show up on their end. If the issue was my payment method or bank, then a different payment method would work, and the card that's failing at making ESO purchases would also be failing elsewhere.

As an aside, I did finally find a phone number for Zenimax that works but, as I feared, it was not a phone support number. I was told by the representative that I spoke to that they do not provide phone support. So, since a fifth attempt today to speak to my card provider met with the same "there isn't a problem with your card" answer, I've basically hit a dead end and am being told all the money and time I've sunk into the game up to this point is worthless to them. Essentially, "Well, we have the money you've spent already, and we don't feel like going to the effort of fixing this, so... bye."

The issue is on your end.

You've answered it in many replies.....it's a problem with your account. Not the bank and obviously not ZOS as you've had success previously.

Make sure everything matches. Name, address, city state, etc exactly as your bank lists and any service tied to it.

Once you've done that, go read the terms and conditions to ensure that your city, state, etc is compliant with everything.

Things like kids using parents account, etc would throw it off just as a new card which means you delete and update

In rare cases your bank may no longer accept transactions from certain companies. That would still be a problem on your end which is resolved by opening an account with another bank, card service.

Not trying to be rude but I don't think there's a special ZOS new thing as the lack of posts and articles suggests it's specific to your particular situation.

No. It is a problem with the account he has with zos.

I don't understand why so many people can't see what op is trying to get across. I figured once he said it wouldn't work with PayPal or his wife's card but that they all 3 work elsewhere that it would be obvious it is on Zos end.

Same thing happened to me. Issue was never resolved. Had the recurring sub for over a year without issues. Same bank, same card, same account. Waited the 48 hours they recommended since there were too many failed attempts, no luck. My ticket was sent further up the chain but no word yet. Doesn't matter now, I was able to finally get it to work through a new PayPal account. Talked with my bank, they showed no reason that the same monthly transaction that had gone through every month for over a year, would suddenly stop working. Furthermore Zos' claim that my bank denied the transaction was false. During two calls with a bank representative, they poured over every detail to find that with each failed attempt via the account site, ZoS had never once even attempted to charge my account. I theorize there is an issue with their billing software. Whatever it is, in my case and what seems to be op' s, this is on their end.

Scroll up and read someone who resolved their issue which was on their end.

I'm coming off direct cause I only use PayPal for both PC and Xbox one and I can co firm with 100% certainty that if your PayPal is set up correctly and matches your eso account it's fine.

That means the bank account matches and I don't use a credit card on PayPal because that's silly.

If you have a real credit card, not a visa check card, then use the credit card outside of PayPal.

In short I'm trying to explain it all...
PayPal - real life bank account (if it's a shared bank account, then go open your own and have the bank link the two accounts but you should always have your own bank accounts regardless of your personal status with another human.

Credit card- this works stand alone as long as the info matches outside of PayPal. You shouldn't use a credit card with PayPal as the idea of PayPal iniatially is to provide a way for people to use their bank account for payments online across different companies securely.

PayPal offers a credit card which would be what you'd use through them but only after you set up your real checking account first.

It may be worth looking into further but I'm able to purchase so while crowns are an issue I'm not unable to purchase on Pc or Xbox one via PayPal and I too haven't changed anything.

This sounds a lot like something that happened to me with EA. I was playing SWTOR and had stopped playing for about a year, but during that time, someone broke into EA's servers and compromised a bunch of accounts, including mine. Someone tried to buy a FIFA game on my account and the transaction failed (due to my credit card having had expired long before this incident). When I finally returned to the game, I couldn't put any credit card information, Paypal or any payment process whatsoever, even though my account had been "fixed". No amount of conversation with EA/Origin could make it happen. Supervisors assured me that everything was being done. That was several years ago, and it's never been fixed.

The only way I've ever been able to play that game (or anything on EA/Origin) is to use a game card that I buy through another seller. They literally can't fix the problem.

This could very well be what's happening with you. Don't know for sure, but as you haven't been able to come up with a solution, it might be worth looking into.
    Clueless, but willing to learn.
