'Animated' Furnishings NOT Animated! PLEASE FIX!

I've made this thread for the third time now.
Basically I want certain banners outside my house, the banners I buy clearly say animated in the description, but when placing them, they look like a piece of stiff cardboard. The banners I have had issues with are the Dark Brotherhood banner and now the Evermore Mourning Banner. Why does it say these are animated when they clearly aren't? It is really annoying spending gold on things that don't work the way you want them too.
I think light needs to be brought to this issue. Sending tickets doesn't seem to work either.
