Veiled heritance - does it proc like 7th Legion?

Hey,
so 7th Legion can proc even if its already up, e.g.: it procs and will last 5 seconds, after 3 seconds it procs again and u get another 5 seconds.
The tooltip of veiled heritance is very similar, so is it the same? Can it proc during the actual proc?
Furthermore, just for confirmation, as the tooltip says it does proc on any damage done, right? (Hurricane, dots, etc.)
