✭✭He was under the jetty in Vuhkel Guard for 3 of my characters. Just jumped in beside him, pressed X to talk & when jumped back onto the jetty it went into the dialogue fine. Just joined him in the water every time I needed to speak to him & jumped back onto the jetty.
Got cake.
Just thought he might be wanting to cool off after lots of baking......1 -

✭✭This is a generic bug which I've seen affect both NPCs and objects.
Just recently I've seen it on an NPC in the Rawl'kha thieves den and yesterday to the daily quest giver in the Stormhaven fighters guild. Also a lore book in the ruins just east of Velyn Harbor and one in a tent in Cyrodiil. And you know those little notices to begin the quests for housing? I saw the quest marker for one in Reaper's March way, way, way, way underground.
As others have said, log out and back in and it's generally fixed.1 -

✭✭Is this honestly the first time you've seen an npc out of place? I've seen quest npc's melted into floors and on top of objects. The elf from the thieves guild was trapped inside a crate once.0 -

No but you have to fancy dance to get it... jump in the water, start the convo which actually doesnt start til you jump out of the water to the dock. Better hope you hop up there or you dont get to talk to him. This isnt my first game. As a matter of fact, I started playing games before there were hard drives and you had to program them, test run them and then save it to a tape because the floppies werent big enough and I wasnt up to knowing how to *continue on next floppy*.
