UI error when crafting / PS4 NA server

I keep getting a UI error in the crafting menu.. both when dismantling or trying to improve equipment.
Current error when trying to improve armor says "UI Error: Control: [ZO-GamepadTooltipTopLevelLeftTooltipContainerTipScrollScrollChildToooltipContentsImproveBar1] already has two anchors, adding another will have no effect."
I have not modified my game, console, or software in any way aside from downloading "official" necessary patches.
