Jubilee cake not working?

Called up last year's cake, and eventually got a buff after eating several slices. But it's very hard to get the buff, and some aren't getting it at all.

I think the last year's cake shouldn't be working at all? Why try to use it just do the quest and get the new one (it's bigger and better afterall!).
