How do zone/quest levels work?

I'm confused, as I see Coldharbour listed as lvl 43-50 quests but I went in there level 22 and I'm doing just fine... I don't expect to beat level 50 enemies this easy so I am assuming they are being lowered to my level? Is this the case?

✭Since One Tamriel you are levelled so you can go anywhere at any time. Where did you see the 43-50 level? It must be a really old guide. Just do it as you like now but the story follows your alliance zones"If a stick of fish is a fish stick, it will stick like other fish sticks stick"

✭✭You're being boosted to the level of the zones, which is currently level 50 CP 160. It's the same for all zones, so you can go wherever you want to quest.1 -
fgoron2000✭✭✭✭Just keep in mind that if you're following the alliance quest stories, they still follow the same paths, and go through the same zones in the same order, 1 thru 5, there's just no longer any variation in zone/player/monster levels anymore, and you're no longer blocked from travelling to zones in the other alliances...

I noticed that with the Jester's Festival. Daggerfall Covenant Nightblade traveling to Vulkhel Guard to spread some cheer among the Elves
