The premise of this set is similar to that of the Widowmaker set.
Wailing Soul Set - Champion 160 - Legendary
(2 Items) Adds 688 Spell Critical
(3 Items) Adds 688 Spell Critical
(4 Items) Adds 967 Max Magicka
(5 Items) When your weapon enchantment discharges, deal an additional 3096 Magic Damage to enemies within 5m of you. (1 second cooldown)
Wailing Soul Set - Champion 160 - Legendary

Increase Weapon Damage, Shielding, Crushing Enchants do.
Damage glyphs have a 4 second internal cooldown (ICD). Which can be further reduced by the Infused trait and Torug's Pact.

yep. which is why this set has reduced damage.
with dual wielding enchanted weapons though, you could squeeze more damage out of this set. using infused weapons even more, and torugs pact with this set you could squeeze a considerable amount of damage out of this set.0
