The best spot for stealing without cloak?

What is the best place to steal stuff for someone without cloak?
Since i am enjoying playing my "Offensive, mage, tank, healer, thief", i dont have any cloak yet.
I am looking for a place with lots of safe boxes, containers and npc to assassinate with brotherhood active (the best thing invented in the game xD )

Anywhere in Orsinium, if you have that DLC, but especially the Greedy Gut inn and the Keep.

I would say everywhere (for many safeboxes try the larger cities). You don't need cloak for stealing / assassinating. Also note, you CAN'T steal in Coldharbor, because nothing there actually has an owner

Orsinium is very nice as its has lots of areas without npc around.
That is the important part, lots of containers and no / few npc, avoid indoor areas with guards.
Guards will take all your stolen items unless you use the cementy and then clear bounty or out of door fast.
If not in combat you can teleport out to house or use some of the clear bounty cards but they don't work in combat.

Don't use auto loot stolen items, yes its faster but you pick up a lot of junk, its also no crime to inspect containers.
Thief guild is another zone so enter selling stuff and return will reset containers.
