Is it possible to buy jester trees from a npc trader for gold?

I have been somewhat unlucky with rng when it comes to jester furnishing and I still haven't received any of the jester trees, only a lot of banners.
Since they are bind on pickup I presume there is a way to buy the furnishing for gold somewhere?
Also this juggling emote, can you get the balls from the boxes or maybe buy them somewhere like the way the juggle daggers worked in new life festival?

MAEK✭✭✭✭I believe you need the royal jester achivment to buy them. The person who sells them can be found in any alliance capital next to the general achivment furnisher.2

Vidarval✭✭✭Ah my mistake then, could you elaborate a bit more? So if I complete the event achievements such as avoid the butcher and use dazzlers in the enclaves I get the ability to buy them or something?

perogwin_ESO✭✭✭The juggling might be part of the Jester personality currently in the store, to my knowledge there is no way to get it in game, so I assume its part of the personality but I do not own it so I can not be 100% sure. It is probably the jester personality version of /juggleflame that is a standard emote. Most personalities change existing emotes only.1
