I love this idea but I think every 2 hours is too often and would make it feel less epic.
My take:
Make the bosses slightly smaller, choose a city and spawn many of them all over the city, but keep the wayshrines clear and barricade wayshrines off that no player can draw mobs to them (idea is to allow players who want to escape to do so without rezzing beneath a boss).
So, Molag decided to send a culling team to Vukhel Guard. 50 Air Atronachs (Craglorn boss size) gets paradropped in, all over the place. A player gets loot only from a number of those he kill (the first one, two?).
Lag might still be an issue, but at least the AoE effects will be spread a bit, helping with FPS.
I think this will be more interesting than just one super big boss. Here you have the chance accidentally drawing the boss you're busy with to another boss (oops!), and the battlefield will look different each time.
*Edit - I so want to be there the day when the random drop point is Allesia Bridge!
It' anticlimactic to have an overworld boss that is more difficult to defeat than Molag Bal or the Celestials.
Having open world bosses spawn randomly and then be defeated by trained 8 or 12 man groups kind of defeats the purpose and will only result in aggravation for the overwhelming majority of players.
In this game of soloists, to organize and coordinate 50+ players to defeat a worldboss appropriately powered is impossible.
I hated overworld bosses in most of the games I played. We will not get back the times of Ultima or DAoC, players have changed too much.
Solid NOOOO from my point of view.
