Morkuldin counts as light or heavy attacks so no.

But Morkuldin's proc (from a light/heavy attack) spawns a DoT for all intents and purposes. I was wondering if that DoT could trigger Skoria's proc.

It's not. Morkuldin "base attack deals x damage" it's just a light attack or it charges a heavy attack. It's not a dot at all. Death recap counts them separately as well.

Dot is a single attack's damage spread out over time, a pet doing multiple single attacks is not a dot.
