That is what memorial websites are for. What the OP is asking for is another addition to the game that may require a server shut down to implement another download patch to upload that item into the actual game itself. Yes it's important for his guild members and to him, but is it really important that requires other players to be thrown out of the game for this non critical patch? You need to think realistic and not be so emotional.
Again I'm sorry for the loss of this good player, but I really would like for ZOS developers to pay more attention to fix the current bugs that is within the game it self.

Perhaps something as simple as a book at the Undaunted Enclaves. Fallen Undaunted or something. A book of names. People who want lost players mentioned could contact the Devs, and all it would take is a line in the book. Simple and easy way where anyone who loses someone ESO related can have a place where it is, and would be easy to maintain.
I ran with this player a great many time as well. He was a great healer and wonderful guild member and an amazing person. It was always fun to run with him and see him start posting his Crab-Slaughter-Crane. His tradition is what drove me to get my own so that i can join in on it. I would love to see this become something in game.

Oh my god, yes! This! This wouldn't be hard to implement at all and could easily be done along side the regular maintenance, so it wouldn't really be inconvenient to anyone.

Since the lags aren't being fixed for extended periods of time anyway, I would much rather endure another day of them , if that means doing something as beautiful as what OP asked for.
The only thing I'd like to add - is that it would be great if it wasn't just a one time thing and maybe ZOS could have someone handling cases like that, designing characters(making an NPC if the character's name is something that could be a name in the game's universe)/easter eggs(as in placing that fish in the game) for players. After all, it's more meaningful than some random NPCs who have no stories behind them.
