What is this leather armor?

Hi everyone. Wonder if someone could tell me what the leather armour is that has a grey canvas under shirt. I've seen a few characters wearing it and I'd like some. Its cewl. I'm guessing its Imperial and I've been looking for an Imperial leather worker in Valenwood and Auridon but no luck. I haven't been to Cyrodil yet.
One character who wears some is the money lender in the Velyn Harbor outlaws refuge, Nathalye Charmax.

If you haven't seen it on players, it may just be a clothing item, which are obtainable, but have no stats.0 -

✭✭✭✭✭Okay, so, good news and bad news. Under normal circumstances, you can only obtain armor in that style up until level 15. Once you hit 16, armor will transition from rawhide to hide, and with Breton gear, this results in a change to the gear's appearance.
The good news is that there are some costumes that use Breton rawhide, but they're not free, and you can't dye them unless you're a subscriber. There may also be a Breton rawhide disguise, but I don't remember for certain. If there is, it will conflict with all cosmetic collectables. So, no alternate hair, hats, or skins. It will also conceal your vampirism, if you are one. Again, this is assuming there's a disguise, which there might not be.0
