NO I don't want them account wide, I would prefer if CP wasn't. Each of my characters are individuals and they each need to learn their own skills and achieve their own achievements.

Recipes aren't a problem. It's so ridiculously easy to level Provisioning to 50, it's not even an issue. Sharing recipes between characters is an annoyance to transfer at the bank, but definitely doable.
If I find a motif my high-character doesn't have, guess who gets it? I wouldn't waste a new motif on a low-level character if my main didn't have it. After I find another copy, then I use it.

I have more than one master crafter, so I learn all motifs / recipes simply by going down the list of my characters. Once a motif / recipe is known by all my characters I then send it to my wife to use, sell, or give away. She can sell it via her guild stores if she wishes. I do not belong to any guilds, and I don't participate in zone selling / buying, so no sense in me keeping it.
Not expensive ones, no. Only reason would be for master writs but my experience so far has been they have little to no effect on the rng for those.
