Do Vampire's Dark Stalker and Legerdemain Improve Hiding passives stack?

The Vampire's Dark Stalker tooltip offers, among other things, this: "Ignore the Movement Speed penalty while in Crouch." The Legerdemain's Improved Hiding tooltip says that at max level the passive will "Reduce the cost of Sneak by 40%.' Are these the same thing? That is, if a vampire character has invested in Dark Stalker, is there no need to invest in Improved Hiding to further enhance sneaking ability? Or would the vampire somehow, someway benefit by having points in both passives?
I guess what I am asking is the cost of Sneak different from the Movement Speed penalty while in Crouch. If they are different then I would expect having the two abilities would complement.

Stannum✭✭✭✭While you move in Crouch you consume stamina. Legerdemain reduces its cost and do not affect stealth speed1 -
