It is at the mages + fighters guild at level 1 in Belkarth town, Craglorn location.
It seems like the room is fake, rain is dropping trough the roof, any container is working, cant pick up drinks, cant steal wardobes only chairs are working and we could sit on it.
Plx fix i wasted 1 lockpick on it. :(

The Craglorn building is the Star Gazers Observatory. The room in your screenshots is the Servant Quarters on the second floor, and the door has a lock which the PC must pick to tresspass inside.

In my own experience, it wasn't raining outdoors at the time, so I don't know whether the roof leaks. But there are no Interactive Prompts in that room, except to sit on at least two of the chairs, respectively, and those worked correctly.

So, other than the roof leaking rain, what is "bugged" about that location? Should we suppose that you are complaining because you expect to be able to search for items to steal and/or to steal items that are openly shown? Awwwwwwww........

To which items are you referring as "containers"? Conventionally, a container is an item in a PC's inventory which has other items inside, and when you use the container, it is replaced by the item(s) that it contains.

There were one or two mugs and/or bottles that might have contained a beverage or potion, but when I put the reticule on them, the software did not display an Interactive Prompt. Then again, I didn't try to deliberately produce the I.P., i.e., by changing the position of my PC relative to the items.

If you mean chests, nightstands, wardrobes, and/or other furnishings, then (as I wrote), the only furnishings in the room for which my PC could get an Interactive Prompt were two of the chairs. Putting the reticule on other furnishings did not produce an Interactive Prompt, so my PC could not Use or Search them, or steal anything from them. Again, I didn't try very hard to obtain an I.P. by changing the position of the PC relative to the furniture.

In conclusion: if there is a "bug", then it would be that the software is not producing an Interactive Prompt which it "should" be displaying for one or more items in that room. Then again, maybe the situation was intended by design, or maybe the room was overlooked when ZOS introduced the "Justice" System.

Wait, you wasted one (1) lockpick on it? And you can tell it is gone? I mean, you actually miss it?

Is this a quest related room? Often those are locked and containers are not accessible for a reason. That would explain why you get a trespassing status(thieves guild bounty if you're seen mechanic) also when most locked areas in the base game world do not have that.
There are a LOT of containers in the world that should be an item we can loot, but they are not. I also noticed a lot of containers like this because another container was on top of the lid of the bottom one as I leveled up.
Honestly, they seem to have taken a lot less care with the placement and interactive nature of items in content from coldharbour and craglorn and the DLC than they did in the lower level stuff.

Just a "fact of life" we have to ignore and move on, like all those inaccessible buildings in Wayrest that aren't player housing and all the walls with walkways on top that we can't access even in the player homes.
If I want realistic ability to go anywhere, I'll go with the Bethesda game Skyrim and leave the Zenimax game ESO for the bigger world and other player interaction.
