Kamatsu✭✭✭✭To do this you need to fully complete the Bangkorai zone story - Bangkorai is in the Daggerfall Convenant. I'm not sure if you can pick the zones quest's up prior to finishing previous zone(s) quest's... but you could try crossing the bridge from Stormhaven (east side of the map) over to Evermore to see if you can pick up "A City in Black" quest at the gate into Evermore (this starts the Bankorai quest chain).
