You definitely shouldn't need a restore staff. Between burning embers, coagulating blood, and dampen magicka, you should have enough survivability. I try to open up with elemental blockade, engulfing flames and then burning embers everyone (it's a crazy cheap spell, so spamming it a bit is fine).
As for your issue with the destro staff, I'm not sure what to tell you. I just try to mix in light attacks between other abilities, with the occasional heavy attack (buffed by Molten Armaments, of course). You could try a more ranged build, but you lose out on a lot of the ardent flame tree that way.

Blockade, Engulf, and Embers are my primary attacks, but if the solution is to just spam shields while I wait for everything to die so I can get the heals.... that's incredibly depressing because that actually doesn't work most of the time for me. You need to the resto staff for rapid regen for the HoT. Burst heals are not as important as healing off chip damage and that's what ultimately kills you in dungeons. Templars sweep under their shield for the heals, and NBs use strife to apply a HoT in combat with 100% uptime.
Coagulating Blood costs a TON and while it gives a big heal, chip damage quickly adds back up and it's burst heal is wasted. I feel HoTs are more reliable in combat for this reason. Anyway, the staff attacks getting hung on some of the DK attacks is the biggest issue for me. I absolutely CANNOT weave Burning Embers.....which is a huge problem.
