Cold Harbour tutorial area.
You need to make a L50 C160 character in here (just grind mobs), and have bow levelled to 50.
After that a new conversation will open up with Cadwell where you can say "my bow doesn't cut it, what else can I use?" where he will tell you about a strange rift open which leads to an unknown plane.
Go to the portal (North East of the map) and enter it. You will be taken to an underground metal dungeon (possibly another variant of Dwemer?) which is branded Dungeon V707.
There are some large humanoid Daedra here with thick green skins called Selpar-Mart'rents, these can be pretty tough to fight as they're immune to all CC and hit hard, just spam shields or cloak by if you're a Nightblade.
At the end of the dungeon there is a large variant Daedroth called Deathclaw, after you beat that you'll have access to the dungeon chest which should hold the Q-35 matter modulator.
