Constant freezes and ultimate not firing

I am having the game freeze up often, where a complete system reboot is required. In addition, when the game is actually working, I will try to use Storm Atronach ultimate, only to have it not appear, but still use up all my ultimate. Does anyone else have this occurring?

✭✭✭I've not experienced that. I have had lag that sometimes causes me to not be able to trigger something. But not to the point where I have to reboot my pc.
I have had ESO freeze on me but that's normally on ZOS's end when the whole game crashes.
