Lich proc not working on console

Tooltip goes up from proc but actual recovery does not.
The magic bar is highlighted (like when you drink a pot) so it shows proc active but doesn't actually affect your recovery.

Although the character sheet says it does, eg from 1.2k to 2.8k rec but the recovery is still going at 1.2k.

Tested a few times, anyone else?

    Holy *** you are right...... Out of combat its not working. Ill check in combat

    No feeling necessary. 5 percent ticks every 2 seconds. When lich procs in combat its ticking 10 percent every 2 seconds.

    Out of combat when lich procs it remains 5 percent every 2 seconds.

    At least on ps4.

    Well the in combat is the main thing so that part is good but it should be working out of combat too shouldn't it?

    Kind of weird that it's not working out of combat yet is showing on the character sheet. I noticed it tonight too but thankful to see at least in combat is working.

    If it worked out of combat, it could proc then she you get Into a fight, when you need it, not proc. I can see why they would make it in combat only.

    Check your character sheet: if you highlight your recoveries you'll see that it's stated "while in combat".

    Why do you all need it out of combat? Struggling to figure out why this is such an issue?

    Its not an issue... Its an observation. No one in this thread is complaining about that.
