Classes are the one thing that separates well, classes. If there would be a respec option noone would have more then 4 characters or probably less.
But can you get all the achievements quests and titles again or would it be tedious
You can get all achievements, titles, etc on any character - you need to play the game on that character.

I have 10 max level characters. I haven't forgotten anything about leveling a horse.
