Why do you let known cheaters/banned people back in the game?

I just don't understand. You "ban" people, but then they just go and buy the game again and have a new account doing literally the same things that got them banned in the first place. What is the point? Why not just let them stay in the first place since you obviously don't I.P. ban people.

This is the only game where "ban" means nothing.
Tl;dr really weigh the fun you have in game vs the business practices you are supporting.

    Most people who cheat just change their IP and buy a new account.

    Well, they'd have to pay twice, if that's what is happening. That's a pretty sweet punishment if the game isn't on sale when they're banned. LOL.

    IP and MAC can be changed/proxies/VPN's used, HWID changed/spoofed - there is literally no method of permanent banning of anyone.
    The point is to ban the person WHICH already paid money for a full game. Make him buy it again and start from scratch, if he repeats - ban him again and let him buy it again. It's good for business actually. The money the person keeps paying to play again is the true punishment, and obviously the lost progress. IP bans and Hardware bans have never held anyone back longer than 5 minutes.

    I heard that some games ban by hardware id's now which makes it alot harder for some to get back onto the game without buying new computer parts and such

    Unfortunately its $13 on Amazon. So cheaters and botters aren't suffering much.

    No, there's thousands of free programs, or you can change it with regedit yourself (if you know how). At best it takes 5 minutes to change/spoof if you know what you're looking for.

    Sony Online Entertainment have even gone as far as implanting a fake registry key to "blacklist" people's computers as they couldn't fight hackers any other way (too incompetent) - needless to say they got into serious legal trouble for breaching privacy and trust laws in numerous countries as it was treated the same as planting malware, nobody has the right to do that, even a large company. Though their attempt was so sloppy you could find it within seconds and remove it.

    I agree, keep most accounts banned if they are found to have a history of exploiting or if they cheat. At least if they ban the account they will have to buy a new one, level the character up again, and if they cheat, repeat the entire process. Not saying ZOS needs to pull out all the stops, but don't give them easy access right back in on the account with all their gear and characters.

    SOE is gone They are WE break games now or Daybreak games . Ever since they went through it they stop caring and start stealing money instead look at everquest next landmark XD

    Lol they rarely even do a permanent account ban. They always passing out 3 day suspension. Then when they do do a permanent ban the offender sends zos a sob story to get unbanned.

    Btw it is nearly impossible to keep someone from playing the game if they are willing to keep buying it. There are numerous ways around IP bans. Console players could possibly get there console banned by Microsoft or Sony, but that is unlikely and wouldn't be done by zos.
