Is charged lighting staff a reliable way to get minor vulnerable?

From what I heard many people are disregarding IA because lighting damage causes concussed and minor vulnerable, so when I got a charged malestrom lighting staff I was excited to use it on my healer and replace IA with Worm.

Unfortunately though it is very unreliable for me and some times does not proc for a while and distracts me from healing my team.

I usually place elemental blockade and heavy attack. It does work more on trash mobs though, but didnt notice it on bosses, maybe UI not sure.

Is there something I'm missing here? or is it really not reliable?

If you put a lightning glyph on your charged lightning staff, you'll proc vulnerability 84% of the time from the glyph alone. With just the staff and wall, it's something like 30%.

I run 5 piece worm, 5 piece SPC, master resto and maelstrom infused lightning staff (no charged yet). It seems to work well.

I really don't like wearing IA so this setup is nice for me. Plus even when doing solo stuff it's nice because I can actually kill some things.

Oh so it has to not be a VMA staff, but dont understand how is it that much higher chance with glyph?

Glyphs have the highest chance if applying elemental effects. I notice a lot of off balance from mobs and bosses during fights (using charged and sharpened lightning staves with lightning enchants) but wall of lightning also helps with that. I did notice Rakkhat being off balance less than other bosses but not sure if that is because i was distracted with everything else going on there

Elemental weapon glyphs have 20% (84% after Charged and destro passive) chance to apply status effect opposed to AoE dots such as WoE which have 1% chance (4,2% after mentioned multipliers).

Light and heavy attacks CANNOT apply status effect. So without glyph, your chance to apply concussive comes only from WoE which has really low chance.

I am using SPC/Worm/master resto/orphan charged destro with shock glyph and it works great especially in DSA. If you are used to light-weave everything, you should be able to achieve at least 84% uptime on minor vulnerability.
To add, weapon abilities proc the shock glyph, so even WoE alone without light attacks is able to proc it and keep high uptime. Unfortunately, Elemental Drain can't proc weapon glyph. Ring of elements can't proc it either but this seems a bug to me (haven't tried other morph or unmorphed version)

Decision if flame or lightning staff is up to content. Don't forget that flame staff increases single target dmg (jesus beam, light attacks and even burning light) while lightning boosts aoe damage (blazing spear, WoE).

Good info. I'm not sure whether Puncturing Sweeps is AoE or single target? Meaning does it benefit from the shock or fire staff passive?

It is aoe.

Also you want to use IA on aetherian archive. because first two bosses have immunity to concussion from lightning afaik.
