Thats an awful idea, you cant force people to PvP for something that is more for RP than anything. Locking it behind Writ Vouchers would make much more sense, as that is actually crafting based.
I'm sure the try hards would like this locked behind pvp so they could merc newb pve'rs like myself, but personally when and if they implement this feature( that virtually every other mmo has out of the gate ) I hope it is really simple, something along the lines of either how GW2 or DCUO handles it. However seeing how the dye system is implemented in eso I won't be holding my breath.

Most costumes in the shop are town wear, not armor, they look stupid in an dungeon.I don't think we will ever see a transmog system in this game because it would reduce crown shop sales.
Right now the only way to hide ugly monster helmets and armor is to use a costume. The majority of costumes have to be purchased in the cash shop. If they make a gold based transmog system then less people will buy costumes.
