Maelstrom Bows and Destro Staves Chewing Through Charges

Since update 13 launched on PC I've noticed, and filed, a bug report seeing Maelstrom Bows and Destros consuming charges quicker. It would take a full charge to get through a vet dungeon, and two to get through a trial. Last night I went through three charges and well into a fourth going through VMA on my stam DK. What is going on with these enchants?

✭✭✭The bow bug exists on XB1 as well. It's also obnoxiously loud as the "barrage" sound effect plays nonstop throughout the ability's duration rather than just when it fires.
I've taken to charging it after every other round in Maelstrom. That eats up a few seconds of time and has a minor effect on leaderboards, but it's better than running out of charge in the middle of a boss fight.0
