At that level, you have to pull less then you see in most youtube videos, unless you have a max CP player with you.

As a stamplar, you need repentance, endless hail and jabs, use vigor and caltrops if you got it, if not use rally and brawler, these 2 skills will be all you really need but it is much slower.

So if you want a solo build that can survive all the pulls in skyreach your bar will look like this-

Rally - jabs - brawler - repentance.

This leaves a the ulti and a skill slot for leveling, keep in mind you don't need to have a weapon slotted to level the weapon skill line, so you could drop any skill from the dual line and it will level it up.
