Luxury Vendor troubles... again..

So... what's going on with this vendor?
First week I find him in dragonstar, no problems.
Second week, there's some confusion over timing, can't find him in dragonstar but he is in craglorn.
This week: told that he will appear at the same time as "the golden" appears in cyrodiil. Go to dragonstar/craglorn - no luck. Go to Cyrodiil - find golden - go back to dragonstar/craglorn - still not there.
What's going on ZOS????
PS4/EU if it makes a difference. Is he not on golden vendor time on consoles?

✭✭✭That is truly bizarre and unfortunate. I'm sorry. It did end at 7 PM EST which was quite a while ago now, but it sounds like you went when the Golden was there, so I don't understand what the problem was.0 -

Zanil Theran, the Luxury Furnisher, will now be present during roughly the same timeframe as Adhazabi Aba-daro the Golden. The Luxury Furnisher will now arrive at midnight UTC on Saturday (Friday at 7:00pm EST), and depart at noon UTC on Monday (Monday at 7:00am EST).@Turelus - EU PC Megaserver

Not sure where he is supposed to spawn, but the in game maps show him appearing in dawnstar - which he did for me the first weekend. They also show him in craglorn. Which seems to be a more reliable place to find him.
It's possible I am misremembering him appearing in craglorn the first week - could have been on PTS. Bit the map still says he should be there!
I was checking at 1am Monday UTC on the PS4 EU server.
It would be nice if @ZOS_GinaBruno or @ZOS_JessicaFolsom could find out if the times on PC and console are different? If the change was in patch notes then i guess it is a client thing and not a server thing, so they probably are :-(.
