Nope. And for those that aren't criminal inclined, this is also why I leave a pile of corpses in town. Pickpocket targets are similar to chests/rune stones. If you steal something and let the target live, there's one less item for you and everyone else to steal off of them later. Better to steal 1-2 items and just kill them. Killing them refills their inventory on respawn. It's just as annoying to go to pickpocket somebody and discover they've already been hit twice, as it is to gather a rune stone and see only a Ta inside it.

I have never studied this in detail, and I might do this someday, but I am pretty sure the justice targets "refill" without being killed. What makes it hard to tell is that I am never sure if they have survived the entire time. Maybe they were killed when out of my sight and I am seeing a clone. PTS is pretty much the only place this can be tested, unless some Dev, or other authority (like @ZOS_RichLambert), wanders by and tells us.
On a related note, I do wish the corpses would vanish before the clone appears.
