I've seen a few houses that use braziers. But yeah as far as I know the firelogs (that are actually on fire) are only available in the crown store.
I'm pretty put off by the fact that a lot of really basic things, like some flowers, burning firelogs, etc. are only available in the crown store, but then I guess that is the trend ZOS is making in ESO. Crown Store > Actual game.
