For without a sale, I won't purchase one, with a sale, I'll purchase 5 of the big packs for two different accounts.

They certainly did; like a lot of people I know, I had planned to spend hundreds on the next sale... alas, I am still holding on to my cash until they are ready to take it

March is all about selling Houses, Crown Crates and the Sabrecat. All we have April is Jesters Festival and ESO Anniversary on April 4th.
End of April / Early May we have PTS of Morrowind. It wouldn't be good putting a sale on Crowns after end of April - June 6th. ZOS will be too busy hyping Morrowind.
I'd say Early/Mid April we will see a Crown Sale.
