There's also a passive skill in the thieves guild skill line called 'haggling'. There's 4 levels to this passive, each increases the value of items sold to fences by 2% ,4% ,7% and 10% respectively. This is for stolen items, of course.

Not worth it. 10% of 40 gold is 4 gold Times 100 is 400 gold. All for the cost of 4 skill points. One would be better off discarding some of the white items to make room for a few more green items.

Right, but most stolen items aren't white, but even the 150 gold benefit from a purple item aren't worth 4 points. Even if you fence all 140 slots you will only gain between 560 (all white) and 3500 gold (all blue) from it. Nonetheless, I had more than enough points left so I took my chances. Stealing may get you a few thousand gold in relative short time, but farming a public dungeon will get you even more.
But what I'm really curious about is if the treasure hunter perk from cp affects the quality of items from picking pockets or stealing in general.
Your friend was not telling you the truth. While you can craft any gear or set with prosperous which increases gold looted from enemies there is no 5 piece set that does what you asked. You can however find white gear with ornate trait from random enemies which you can vendor.
imperial city sewer enemies often drop ornate gear. Perhaps he meant he ground there and sold off thr ornate pieces?

Much better is to have impenetrable trait - which grants you reduced item's durability damage 50% & increases critical Resistance.
That means you will eran more gold because you will spend less money on repairing stuff.
