I think it is implied that when you pay for a service you are entitled to receive said service.
You pay your electricity bill because they provide you with electricity.
You pay your internet bill because they provide you with internet.
You pay your water bill because they provide you with water.
You pay your cell phone bill because they provide you cell service.
Likewise I would imagine if you pay ZOS for ESO+ then they should provide you with access to the ESO service.
I cannot speak to the free to play aspect but as a paying customer I can understand the concerns of the OP. To that end you can look at the ESO+ page and it says:
"Become an ESO Plus™ member to gain access to all DLC game packs available in the Crown Store"
Well when the service is unavailable we cannot access the DLC game packs, but we continue to pay for it. I am not angry that it is down or anything, but simply trying to make you understand why some paying customers would have issues with poor servers and communication. (aka the Service)

arguing with people like phantom is pointless. If were any other business besides the gaming industry this wouldn't stand. Almost every service provider i know of from cell phones to power to gas will reimburse time lost if it is not from some natural disaster or something totally out of their control.
But when the servers are down due their infrastructure or coding then that is on them. I will say the lack of communication from ZOS regarding these often down times is pretty awful. A quick summary of X part failed and replaced it or something would suffice.
