Not even so much as stupid, I'm sure ZoS themselves stated they weren't going to include race specific items due to the complaints about the Argonian and khajiit items that a number of people couldn't use never mind give/gift away.
Wellll... I'd be perfectly happy if they tossed some of the absolutely useless hair-dos and other human/elf-only items in instead of the argonian/khajiit ones that I would happily pick up at a smaller set price point, as a person who has almost exclusively argonians. That's reason enough for them to put them into the crates.

If you quote someone, and intend for them to see what you have said, be sure to Mention them with @[insert name].
Which items are race specific? I see some of the old costumes packs broken down into single items. Is that what you mean? Or is there an Argonian hairdo I'm not seeing?

Well, you shouldn't have been buying those crates in the first place. You gambled and got rightfully ripped off. Sounds like everything is working as intended. Perhaps a lesson was learned today, eh?
“Let your plans be dark and impenetrable as night, and when you move, fall like a thunderbolt.”
There are both Argonian and Khajiit cosmetics. Hair styles, maybe more, but as soon as I seen that, I bought the senche mount with the gems from the last round of crates and left. If they can't keep to their word, they can shove the CC's from someone who doesn't mind their implementation.
I just think everything in those crates should be accessible to every single race due to the cost involved in obtaining them..
Instead of fixing laggy servers, bugs, random disconnects,5 minute loading screens we get gamble crates. Stop paying for useless crates and maybe they can reconsider adding something useful or patch the broken game a bit.
Make it so that you can only get goodies usable by your current character.
Problem solved.

I believe they did say they would look into it, yes. There seem to be a smaller number of race-locked stuff this time, so maybe that's what they meant - less race-locked stuff, not zero race-locked stuff.
I think the best way to do it - other than not putting these into crates at all - would be if the game could tell the race of the character opening the crates and ONLY drop race-locked stuff that that character can use.
I'm always going to be against this kind of stuff in games, but since they are here, I think we should keep suggesting changes like this. Hopefully, ZOS will eventually make some changes to make the crates less costumer-unfriendly.
Just so that everyone knows, my Altmer still can't have black hair. About a dozen of Altmer NPCs in the game have black hair. Just saying.
Meet my characters:
Command: Do the thing.
Zadarri, Khajiit Fist of Thalmor: The thing was done, as commanded. Durza gra-Maghul, Orc blacksmith: The thing was done perfectly, in the most efficient way. Tegwen, Bosmer troublemaker: You can't prove I didn't do the thing. Sings-Many-Songs, Argonian fisher: Sure, I'll do the thing... Eventually. Maybe. Aerindel, Altmer stormcaller: After extensive research, I've come to the conclusion that doing the thing would be a waste of resources. Liliel, Dunmer pyromancer: Aerindel said I shouldn't do the thing. Something about "resources". Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me. Beatrice Leoriane, Breton vampire: I persuaded someone else into doing the thing. You are welcome, dear. Sahima, Redguard performer: Doing the thing sounds awfully unpleasant and really not my problem. Ellaria Valerius, Imperial priestess: I'll pray to the Eight for the thing to be done, if it is Their will.
