Can there be nirn trait weapons in the new pvp regional boxes?

ZOS nerfed it to the ground so you barely see nirnhoned anywhere, except lv1 gears in the market

Not in PvP boxes, no. IIRC they are only obtainable by doing the quests in Craglorn since that is the only area nirnhoned materials can be harvested.
