Creating a character to steal without being detected?

Sorry if this has been answered before, is there a way to create a character which can pickpocket NPC and locked boxes etc without being detected?

you will wanna be khajit gives 5% easier pickpocket skill passives

Gear build:
3 night terror jewelry
(2 items) Adds 967 Max Stamina
(3 items) Reduces the radius you can be detected while Sneaking by 2 meters. Reduces the cost of Sneak cost by 26%.

can be found in Stormhaven, or bought cheap at store, for like 10k for all 3 pieces

5 Night's Silence armor crafted set
(2 items) Adds 967 Max Stamina
(3 items) Adds 129 Stamina Recovery
(4 items) Adds 688 Weapon Critical
(5 items) Ignore Movement Speed penalty of Sneak.

leveling ledgerman - and the gear/race suggested will help a lot, i would like to add that being a nightblade will help, because you have access to a skill that makes you invisible - very usefull when learning your trade

Magblade with concealed weapon and vampire. Max ledgermain pickpocket and lockpicking skills and reduce sneak cost. All you need then is witchmother food and recovery glyphs. Sneak for days at running speed, cloak at run speed.

3pc night terror and 5p night mothers embrace and you can practically stand 2m away without being detected with med armor passives.
