critic chance % bugged on Cyrodiil

When i enter Cyrodill my critic chance % gets a 30% cut, doesent matter what character or if its a stamina or magic one.
Once i exit Cyrodiil to any pve area it goes back to my normal critic chance % .
Once i exit Cyrodiil to any pve area it goes back to my normal critic chance % .
