I am now champion level 241 and I couldn't get Minnimarco's and Tharn's outfit because I have passed that level a long time ago.

✭✭✭✭✭They should be unlocked in your collections window.
If you've surpassed the unlock level but they're not in your collection submit a customer support ticket and let them know, I am sure they'll be able to get a GM to unlock them for you.@Turelus - EU PC Megaserver
